A SPATIAL ECONOMETRIC STAR MODEL WITH AN APPLICATION TO U.S. COUNTY ECONOMIC GROWTH, 1969–2003 AgEcon
Pede, Valerien O.; Florax, Raymond J.G.M.; Holt, Matthew T..
Spatial regression models incorporating non-stationarity in the regression coefficients are popular. We propose a spatial variant of the Smooth Transition AutoRegressive (STAR) model that is more parsimonious than commonly used approaches and endogenously determines the extent of spatial parameter variation. Uncomplicated estimation and inference procedures are demonstrated using a neoclassical convergence model for United States counties.

Agglomeration, Spatial Interaction and Convergence in the EU AgEcon
Brauninger, Michael; Niebuhr, Annekatrin.
We investigate the convergence process among EU regions between 1980-2002 taking into account the effects of spatial heterogeneity and spatial spillover effects. The spatial regimes model allows for different steady-state growth paths. In contrast to previous analyses, the regimes in this paper refer to spatial categories, i.e. we assume that agglomerations, urbanised and rural regions are characterised by group-specific steadystates. Moreover, the regression analysis considers the effects of interaction among neighbouring regions, possibly leading to a spatial dependence of regional growth rates. We check whether spatial dependence is caused by spatial spillovers or based on country effects.

Agricultural Research Impact Assessment: The Case of Maize Technology Adoption in Southern Mali AgEcon
Boughton, Duncan; Frahan, Bruno Henry de.
Adoption of the improved maize package was particularly rapid during the period 1980-86 when an attractive guaranteed price was offered and extension activities were reinforced by a maize project that included the establishment of a seed multiplication program. Following cereal market price liberalization in 1986, maize prices fell and have been subject to considerable variability. Area has continued to expand, but farmers have greatly reduced fertilizer use, switched back to maize-late millet intercropping, and substituted early maturing varieties better suited to their own food security needs. The estimated internal rate of return (IRR) to investment in maize research and extension in southern Mali over the period 1969-90 is 135%. This high rate can be...

Agriculture and Rural Economic Growth AgEcon
Deller, Steven C.; Gould, Brian W.; Jones, Bruce L..
The role of farm dependence and size on rural economic growth is examined with data from 2,240 nonmetropolitan U.S. counties for the period 1990-1995. A simple neoclassical model of regional economic growth is set forth with a central question relating to the role of agriculture on rural economic convergence. Traditional neoclassical theory predicts that poor rural areas should grow proportionally faster than rich areas. As interpreted in the academic literature and popular press, a preponderance of small family farms should enhance growth. Results suggest that a higher level of local dependence on production agriculture could lower growth rates.

Agro-food chain: an innovative paradigm for food and rural policy analysis and agro-food chain segments’ systemic performance at regional level AgEcon
Samoggia, Antonella; Maccani, Paola; Marchi, Alan.
The food chain concept is an increasingly common theoretical instrument for food and rural development policy and many countries adopt the so-called “new rural paradigm”, so to integrate different sectoral policies. This paper aims at adopting the food chain paradigm in order to analyse the regional agro-food system and to sustain the design and delivery of consistent inter-sectoral policies. It adopts the netchain concept (Lazzarini et al, 2001) and the theory of governance patterns in global value chains (Gereffi et al, 2005). Results show this innovative approach contributes to better understand and stimulate economic performance of the whole agro-food network.

AMENITIES IN AN URBAN EQUILIBRIUM MODEL: RESIDENTIAL DEVELOPMENT IN PORTLAND, OREGON AgEcon
Wu, JunJie; Adams, Richard M.; Plantinga, Andrew J..
This paper analyzes the effect of open space and other amenities on housing prices and development density within the framework of an urban equilibrium model. The model is estimated as a system of equations that includes households' residential choice decisions and developers' development decisions and emphasizes the importance of amenities in the formation of development patterns and property values. The model is applied to Portland, Oregon, where ambitious open space programs have been implemented. The results suggest that amenities are important: households are willing to pay more for newer houses located in areas of less dense development, with more open space, better views, less traffic congestion, and near amenity locations. For the developer,...

An Economic Analysis of Research and Technology Transfer of Millet, Sorghum, and Cowpeas in Niger AgEcon
Mazzucato, Valentina; Ly, Samba.
This study analyzes returns to investments in Niger's research and technology transfer system for millet, sorghum, and cowpea between 1975 and 1991. Sixty-eight percent of the country's public-sector outlays for agricultural research and 58% of its agricultural researchers were devoted to research on these three crops between 1986 and 1990. Most of this research was done by INRAN, the national agricultural research institute of Niger (Institut National de la Recherche Agronomique du Niger).

Are poor, remote areas left behind in agricultural development: the case of Tanzania AgEcon
Minot, Nicholas.
In Tanzania, as in many other developing countries, the conventional wisdom is that economic reforms may have stimulated economic growth, but that the benefits of this growth have been uneven, favoring urban households and farmers with good market access. This idea, although quite plausible, has rarely been tested empirically. In this paper, we develop a new approach to measuring trends in poverty and apply it to Tanzania in order to explore the distributional aspects of economic growth and the relationship between rural poverty and market access. We find that, between 1991 and 2003, a period of extensive economic reforms, the overall rate of poverty fell about 9 percentage points. The degree of poverty reduction was similar between rural and urban areas,...

Austrian Border Regions and Eastern Integration A Low Competitiveness - High Growth Paradoxon AgEcon
Mayerhofer, Peter.
Many regions on the EU Eastern borders have developed favourably after the opening up of the border and the implementation of association agreements with the CEECs. This was often seen as a positive sign for the further perspectives of these regions after EU enlargement. In this paper we take a closer look at the mechanisms involved in a case study for Austria. Based on a very disaggregated data set at a regional as well as sectoral level we find that neither sectoral preconditions nor locational advantages can explain the good performance of (rural) border regions after 1989. Using multivariate cluster analyses we group 3-digit-industries to theoretically founded typologies indicating different sector characteristics and find that (fast growing) rural...

Bayesian Model Averaging in the Context of Spatial Hedonic Pricing: An Application to Farmland Values AgEcon
Cotteleer, Geerte; Stobbe, Tracy; van Kooten, G. Cornelis.
Since 1973, British Columbia created an Agricultural Land Reserve to protect farmland from development. In this study, we employ GIS-based hedonic pricing models of farmland values to examine factors that affect farmland prices. We take spatial lag and error dependence into explicit account. However, the use of spatial econometric techniques in hedonic pricing models is problematic because there is uncertainty with respect to the choice of the explanatory variables and the spatial weighting matrix. Bayesian model averaging techniques in combination with Markov Chain Monte Carlo Model Composition are used to allow for both types of model uncertainty.

Business Establishment Growth in the Appalachian Region, 2000-2007: An Application of Smooth Transition Spatial Process Models AgEcon
Xu, Wan; Lambert, Dayton M..
Business establishment growth in the Appalachian region (2000–2007) was regressed on industry sector composition controlling for demographic, physical, and economic determinants. We test the hypothesis that local response to growth determinants is geographically heterogeneous using Smooth Transition spatial process models. This class of models exhibiting endogenous regime switching behavior provides another tool for exploring the spatially heterogeneous effects of local determinants on economic growth.

Changes in rural areas of Ukraine: problems and opportunities AgEcon
Moroz, Serhiy Mykolayovych.
The paper describes the main tendencies and perspectives of development of rural areas in Ukraine. It emphasizes that the key reason of existing socio-economic issues in rural regions is the absence of well-defined rural development policy. Thus, it is necessary for Ukraine to implement long-term rural policy, as it takes place in countries of the European Union. Rural development should be based on the territorial approach. The special attention should be paid to the creation of local action groups. Hence, it is essential to introduce a program, similar to the LEADER initiative, to use local possibilities, and to implement the bottom-up approach for the solution of rural issues. Also, special strategies should be developed to expand non-farm rural...

CIVIC COMMUNITY APPROACHES TO RURAL DEVELOPMENT IN THE SOUTH: ECONOMIC GROWTH WITH PROSPERITY AgEcon
Robinson, Kenneth L.; Lyson, Thomas A.; Christy, Ralph D..
The free market-based policies of the corporate community model have skewed economic development across the South. For many small, rural communities, the consequences of global capitalism have resulted in declining real wages, high underemployment, and increasing rates of income inequality. Backed by recent scholarship and grassroots movements that suggest both civic engagement and the presence of smaller-scale, locally controlled enerprises can help determine whether communities prosper or decline, this paper explores the links between social structure and rural development in the South. The goal is to expand our understanding of civic community theory as an alternative to the neoclassical economic model of development. Using a local problem-solving...

Clubes de convergência nos municipios mineiros: uma análise via modelo threshold AgEcon
Santos, Ricardo Bruno Nascimento dos; Amorim, Airton Lopes; Coronel, Daniel Arruda; Braga, Marcelo Jose.
This paper is makes an analysis of the process of convergence of income between the municipalities of the Minas Gerais (Brazil) in the period of 1980 to 2005, trying to identify the existence of clubs of convergence using a model threshold. Results indicated for the formation of four clubs of convergence, among them shows a process of convergence between the all clubs. Human capital proved to be significant in explaining the process of growth of the intermediate groups of municipalities richer. The results also indicated that the physical capital was significantly negative for explaining the process of economic growth of most rich clubs of convergence, demonstrating in this way, a negative role for public investment undertaken in the districts of the region.

¿Cómo enfrentar una geografía adversa?: el rol de los activos públicos y privados AgEcon
Escobal D'Angelo, Javier; Torero, Maximo.

Convergence and the Effects of Spatial Interaction AgEcon
Niebuhr, Annekatrin.
Since the beginning of the 1990s, the issue of income convergence has received considerable attention in economic research. Although a vast number of empirical studies has emerged, evidence on the role of spatial interaction is still rather scarce. The present paper is an attempt to provide additional information on the spatial aspect of convergence. Spatial econometric methods are used to investigate regional convergence in West Germany. The results indicate that spatial interaction is an important element of regional growth. However, considering spatial effects does not alter the general conclusion that regional income growth is characterised by a process of convergence.
